Parking Violation/Abandoned Auto

There has been a Oldsmobile sedan with Missouri plates (MJ4 G4T) parked in the same spot on Eagle St. for over a month now. If it's a long-term parking, it's unfair to the taxpayers that legitimately live in the city and have their autos registered here. Perhaps it's abandoned. The plates look to be expired, as well as the city parking tag hanging from the rearview mirror. It's also taking up 2 spaces.
