Parking Meter

I over-parked but never received a ticket. Then, 3 weeks later the city sends a collection notice to my home with a demand for a past-due fee. Where was the original ticket? I have no faith the parking officer put it on the windshield-- it was neither a windy nor rainy day, and I returned to my car within minutes of the meter expiring. I'd like to register a complaint. This is extortion.
